Knowledge Base Article - 274298 Dialling within Outlook

The knowledge base article refers only to Outlook 2000,
where by the problem is fixed by installing Office 2000
SP2.

The same problem is encountered using Outlook versions
2002/XP & 2003 as per the article, however no fix appears
to be available for either version. I have confirmed the
problem exists using:

Outlook 2002/XP SP3
Outlook 2003 SP1

Can anybody confirm if a solution is available?
