I searched the download availabilities for Korean IME2002 with no hits
pertaining to Office 2003, as far as I can tell. I saw some hits for Office
XP with "Global IME"
I have downloaded and printed out the Article 130053 on using the Hangeul IME.

I have read this very informative article. Based in part upon the helpful
article, I have installed the IME, and now see an "EN" at the bottome right
of my screen. I sent a message to the Declan author, with a question about
where to find a "cheat sheet" as mentioned in the MS article 130053. His
reply, which was probably realistic, though quite tough, was that I should
spend the time to learn how to write Hangeul. In other words, no help with a
cheat sheet. It is extremely simple to follow the steps in the MS Article
130053 to transliterate from Roman to Hangul, but the results are no more
than the three phrases in that article..
