Label Colors Disappear then Reappear

My company is using exchange 2000 with clients using OL2002

We use public calendars for tracking all of our jobs, by appointments.
We then label each appointment with a different label color.

Here is the situation...

On some days, random users can logon to the calendar and will see the
appointments but they will have no label colors. Other users will
still see the colors. There are no users in the organization that are
using older versions of Outlook. Please help! Thanks

If the users who do not see the colors move to another folder and then back,
do the colors reappear?

We have several calendars shared, and they can move between different
calendars and have the proper label colors on one, then on the other
one they will have no colors. Like I said it is a completely random
occurance.
