Label Wizard greyed out. How do you enable it?

greyed out.

Can you tell me how to enable it?

Do you mean the menu Format -> Special?
It is normally disabled,
menu Tools -> Options -> Advanced
and enable "Run in developer mode"

The Label Wizard is a Pro feature. What version/edition of Visio are you
using?
