Labeling follow-up flags

How do I custom-label follow-up flags in Microsoft 2003?

I have followed the instructions given from the "Help" articles, but when I
reach step 4, (4.Right-click the flag in the new toolbar, and then on the
shortcut menu, click Image and Text.) there is a problem. When I right-click
on this step, I get the list of tool bars (Standard, Advanced, Web) not a
shortcut menu to "Image & Text."

What am I doing wrong? Does anyone else have this problem?

I don't know what article you're talking about, but if you want to customize
a button on a commandbar, first right click in the command bar, choose
"Customize...", ignore the dialog that comes up and right click on the
button you want to customize.

Works here as expected. In step 4, the Customize dialog must still be
visible, else you're back to step 1 again.

Instead of a right click on the button you can also just select the button
with left, and then click on the Customize dialog on the button in the lower
left corner ("change selection" or similar).
