If all this stuff looks ok on your local machine (and your local machine
holds the most recent version) do a full publish to the server:
with the local web open hit file/ publish and enter the http:// address of
your server, but before you publish it open the remote site properties
dialog and make sure "all pages" button is checked.
Let me know if it doesn't work.

I've tried many things to this web site to try to restore the labels on
the
navigation buttons...I ran recal hyperlinks many times and republished
the
web site...I also changed the theme of the site...all of these changes
and
attempts have not worked. Do you have any suggestions of what might fix
this
issue? Do you think it might be time to re-create this web site on a
new
MS
FrontPage template?

Yes, I tried deleting all the _overlay folders on the live site and
then
ran
recal hyperlinks, but this did not work either? My site still has no
labels
on the navigation buttons.

Opening your live site in FP and doing it, or
Deleting all _overlay folders in your folders and running recal
hyperlinks again
