I am using Avery 5971 Labels. I don't want to set up a Mail merge - I want
to be able to view all 30 labels so that I can make changes right on the
label as I wish, rather than from a mail merge list.

This used to be easy... the WHOLE page of 30 came up and I could type
whatever I wanted into each label space provided. Now - it's like even if I
wanted to make labels for canisters, I'd have to set them up in a mail merge
list first, insert fields into the label and the merge... that's a lot more
work than just typing each name onto the labels.

Is there a way to view and manipulate all of the labels at once instead of
doing it the way they now have it?

Setup your page this way:
Arrange menu
Left & right margins .19
Top & bottom margins .5
Grid guides
3 columns - .13 spacing
10 rows . zero spacing

Ok - I was able to set the layout as described, except that it doesn't have
an option to set the grid spacing.

Would you suggest then to set up a text box for each grid?? Would a table
work at all?

You could create two really skinny rectangles .13 wide and center them between
the labels layout. Give them no fill, no line. You also could create 30
rectangles 2.625 x 1".

I didn't ask what version Publisher...

You can create a table, but in Publisher it is tough controlling the cell size.
Give it a try.
