I'm not sure how to interpret your question.
Do you want to assign same resources to multiple projects (but each time YOU
decide who is to do what) thyat is straightforward enough.
OTOH, if you want Project to pick a resource for each task from a pool based
on some rationale, tthat is not feasible with Standard or Professional, and
it is not really straightforward through Project Server.
