Lag time between tasks

Fairly new to Project so bear with me.
I have a sub task that was scheduled and finished on 1/7/09. The next sub
task is schedule to start 9/1/09...almost 8 months later. When someone
changed this date the summary progress bar on the Gantt makes it look like
the main task is almost complete even though it say 19%...can someone help me
how to handle this large gap in time in which no work will be done between
the 2 tasks?

What are the durations of the two subtasks? Are the other subtasks in the
same summary as well? What is the problem with the way it's being
displayed?

Note that the percent completion of a summary task is the weighted average
of its subtask's progress. But it's computed backwards when it comes to
drawing the marker on the summary task on the summary task bar and computing
its "completed through" date. It's usually more important to know how much
time is remaining that it is how much time has passed. If I have a Summary
containing 1 day task A connected to a 4 day task B FS with a 1 month lag
time, the total amount of duration of the WORK that needs to be done is 5
days. The total duration of the summary is 25 days. If task A is done, we
have worked on 20% of the total time required and there is 4 days remaining.
The 4 days remaining time is subtracted from the finish date. We have done
everything that was scheduled to happen up until 4 days before the end of
the summary is due to end and the bar is drawn up to the that "work
completed through" date. We effectively done all that is required up until
that point, even if that point is tiull in the future. We've gotten credit
for the passage of the lag time in advance.
