Language bar button greyed out despite Speech recog in Installed S

HELP!!!
I need to activate Speech Recgnition on my Dell Laptop XPS. I have Windows
XP Pro and Office 2003.

I have gone to Add/Remove Programs, highlighted Office 2003, Change,
Advanced Features, Alternative ..., Speech Recognition and handwriting
Recognition.

Then when I go to Regional Setting, and follow the oute to get to the window
“Text Services and Input Languagesâ€, “Settingsâ€, “Installed Services†Speech
Recognition appears as an instaled service, but the language bar button is
still greyed out.

What can I do???

Installed Services read:
Handwriting Recognition,
o Drawing Pad,
Keyboard
o United States – Dvork
o US
Speech Recognition

But, the Language Bar button remains greyed out.
This is very frustrating.

And I have gone into Word, clicked on the drop down Tools menu and selected
Speech – to no result.

I have even gone into the Office Wizard and Repaired Office 2003 by doing a
re-install.

This is a new computer – 60 days old. I installed Office 2003 because I had
it on my old computer which was replaced by this new one.

Any other help you can provide would be very appreciated.
