Language change in Outlook after 2007 installation

After (fresh) installing Office 2007 Pro, my 2004 outlook will only
spellcheck in French. It does not allow me an option to change the language,
nor can I repair the problem or find a patch.

Customer service for Office says that it's a Outlook issue, and customer
service for Outlook say it's an Office installation issue.

Help.
