Language issues when installing Access XP runtime on a PC with Office 97

I have tried to install Office XP runtime on a PC with Office 97 and I get
the following message.

'The office System Pack cannot be installed on this system because the
languages are not the same. Install the Office System Pack for the
appropriate language on your computer. For assistance, contact your
application provider."

I have tried to uninstall Office 97 however the error still appears.

Could some one please help???
