Language Problems - Excel 2007 SP1

Windows Server 2003 R2 Standard SP2

Outlook Express is using French as it's language. It states it gets it from
the Office applications. I only have Excel and here are settings details and
things I have tried.

Excel language - English (US) but also has French Modes stating to check new
and old. I can not disable it.

Language pack in Control Panel is non-existent

Ran online diagnostics and received error "unable to access required file".
Advanced Trust Settings in Trust Settings are non-existent. (error in
diagnostics)
