Language Tool Bar OFF by Default

After installing Office 2003, the Language Tool Bar shows up when you OPEN
an Office 2003 program by default. I would like to find a way to turn this
feature OFF and not have any input by the client. I know I can do this in
the settings but I would like this turn OFF so no user receives this Tool
Bar...
