large documents in Word 2000

I am creating a company safety manual in Word 2000 (100+ pages). Now it is
bolding my entire document when I bold one word in the header for example.
It is just becoming unwieldy and balky with every change I make.

How do I systematically create a large document with many different sections
and subsections?
