Large gray area below submit button

Hello,

I am creating this form with mulltiple hidden sections. What I mean by
hidden sections is I have a checkbox that the user will check if they
need to request security options. By selecting this checkbox the first
section will open (which is similar to a main menu). The user selects a
choice off my main menu and depending on what choice they have selected
pops up the next section. Then they make a choice off this menu area
and so on until they have selected all there requests.

However I just noticed that when I go to preview the form....below my
"submit" button is a large gray area. This area is not in my design
view only the preview/print preview. How can I get rid of this area????
or am I somehow designing the form incorrectly by placing sections with
controls into it?? I mean the gray area is atleast a few scrolls of a
the screen - a bit ridiculous if you ask me and my manager will not
approve of this form at all if it continues to look like it does.
