Large Paper Size

I'm trying to format a document for ledger-size paper
(11x17 inches). I set the document size in Page Layout
using both User-Defined Paper Size and Custom Paper size,
with one-inch margins all around. I get an error message
that the margins are larger than the document size; when I
select "Fix" it messes the margin sizes up in the dialog
box, but when I select "Ignore" the dialog box is correct
but the margins are screwed up on the page. Am I trying to
do the impossible?
