large spaces at end of a page

This happens a lot and for the life of me I cannot
understand why. The next to last page ends about 1/3 down
thus wasting 2/3 of the page. There is no section break,
no page break, and the paragraphs are spaced at 6 after.
So why is it behaving like this? I go into paragraph
format and say keep with next. All that does is force that
paragraph onto the last page but still leaves a 2/3 page
gap. How do I get it to behave. Sometumes Word can be so
hard to (e-mail address removed)

Make sure that the paragraphs that are jumping to the next page are not
formatted as "Keep with next," "Keep lines together," or "Page break
before."
