Last Name First

I am using Outlook 2002. I may not have asked this question correctly in the
past. I have received several responses, none of which have provided an
answer.

When I begin to send a new message, I click on my Address Book, which lists
names alphabetically. Some of these names are arranged as Last Name first.
Others, which I have added, are listed as First Name first. In my Contacts
Folders, all entries are Last Name first.

How can get my Address Book to list all names as Last Name first.

The answer has been provided numerous times by Russ Valentine. The solution always works as long as the directions are followed.

If you tell us what you tried, perhaps someone can point out where your error is if this is not working for you.

The same way we've posted before:
Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change. > Set your sort order there
If your Contacts display differently, then clearly you are sorting by a
field that you have not configured consistently. For example, if you chose
to sort by the File As... field, then obviously all your File As... fields
must be in "Lasts, First" format to get the results you want.
