That could be a training issue. The latest baseline should always be Baseline0.
When saving a baseline, users should save to Baseline0 and BaselineX, thus
ensuring that there's a historical record. This also allows us to create
new composite baselines rather than simply creating a brand new one for all
tasks.
By default MPP and PWA both display the Baseline0 data. In fact, PWA can't
display other baselines in Gantt Charts.
A good methodology for this is documented in Uyttewaal's Dynamic Scheduling
book, and I believe there was a blog post on the MS Project Team blog the
other day on this specific topic. In general, the procedure should be as
follows (YMMV depending on actual circumstances):
1) Save original baseline to Baseline0 and Baseline1
2) Execute project
3) Save interim plan
4) Add new tasks
5) Filter on tasks which have shifted, or which need to be rebaselined.
6) Set baseline on those selected tasks (Baseline0)
7) Baseline0 is now your new composite baseline. Copy that to Baseline2
