Launch InfoPath 2003 from website in Read-Only mode

I am using a simple javascript response to open an InfoPath form.
Unfortunately it is opening in Read-Only mode which is causing an error for
the Submit function. Should this be happening? Is this a local rights issue
or typical of the scenario?
