Layer Behavior options Greyed out

I am attempting to modify behaviors on my layers but the
Insert button is greyed out. Is there a setting
somewhere in Frontpage or in the registry to re-enable
this option?

Play with the compatibility settings for the page a bit, under Tools | Page
Options | Authoring or Compatibility (depending upon FP version). You
compatibility settings will decide which features are turned off in order to
comply with the settings.

Specifically turn on CSS 1 & CSS 2
