Layer color doesn't affect line ends (Visio 2000)

I have got the effect, that the layer color doesn't affect the color
of the line ends (e.g. arrows). They will be shown still in the
original color.

Does anyone has a clue what I have to change, that the layer color
affect all shapes on it?
