Layer over graphic

Hi:

Trying to create a layer with a graphic, then another layer on top of that
that is a letter. The graphic is a jpeg of the stationery. Can I do this?
Can I make it a template?

Don't let the fact that it references PC Word deter you - it works the same
in Mac Word... Although you may need to click the Reload button once or
twice if you're using Safari as your browser.
