This must be a bug. If I create a layer in design view, rightclicking on
the layer shows "Layer properties" as one of the list options. If I bring
up the layers positioning property and select anything other than "Absolute"
I immediately lose the "Layer properties" from the list option. This should
not be. It is then difficult to change other attributes such as border as
the property list for the layer cannot be brought up. FP2003 11.6552.6568

I can select the "layer" and the delete button works fine. It is just not
recognized as a layer. This is perfectly repeatable. I googled around and
no one else seems to have complained. Maybe my project got corrupted?
