Layering of Headers and Footers

How do I make Headers appear in front of full-page images? The Header /
Footer always seems to be behind everything else...

By right-clicking the image using the 'Send Behind' option. Note that you
may need to change the Text Wrapping options for one other than In Line.

However, if you are talking about seeing this on screen, then you cannot as
H&Fs always appear faded out unless you are actually editing them.
