Layering over graphic

Hi all:

I'm trying to create a template for letterhead for a group I'm working with.
I've already created the letterhead in InDesign and saved it as a jpeg to
import to the Word document. But I can't figure out how to make that graphic
a background layer so then those who use the template can just type over the
graphic.

Any ideas?

See my reply to your other post - if you did in fact post the item twice
keep in mind that there is no advantage to doing so. Also it may take
anywhere from several minutes to several hours for you to see your own post
appear.
