Layering Picture Difficulty

I am using FrontPage 2003 and designing a website using layering. I have
inserted some small pictures in layers I have created and have them
interspersed with some text. It works fine with my IE Explorer View setting.
If I change the View setting to larger the pictures overlay the text. Is it
possible to anchor the picture layer to the text and have it move relative to
the View sizing?
Thanks.

Yes, but it may be well outside of your capabilities at the present. Using
layers as a primary layout method is terribly dangerous for just this (and
other) reason. When the text size is enlarged, things go to pot in a hurry.
The solution is to build your pages in such a way that you avoid using
layers at all.

How good are you with tables? With HTML? With CSS?

Murray, Take a look at what I have done so far by checking out
approvalinc.com. I took the pictures out of frames and just anchored using
the img properties box. That way the text could flow around them if the view
is enlarged. I need to deal with the box at the top and make it a picture
rather than font in a frame. Any suggestions are helpful.
