Layers and Behaviors with hotspots

I have a picture with hotspots with links to other pages.
When I mouseouver the hotspot I would like another small picture to come up
and be able to click on that picture to take me to the correct page that I
have linked to.

Select the hotspot. Use the ChangeProperty behavior to change the
visibility of a layer from hidden to visible. Have the link to the page
applied to an image in that layer.

When you mouseover the hotspot, make an associated layer (div) visiable.
