Layers?: Compact or compounding layers to table and cells

I've spent all day creating the home page of my website. I began drawing a
table and cells then I added layers to insert graphics. Later I changed my
mind and decided to center the table (along w/the cells). The layout table
and cells moved to the center but the the LAYERS REMAINED TO THE LEFT. How
can I center the layers with the tables and make it stay the way I designed
it?

Wait. There's more...

Something Strange:
When I view my page in the minimun size browser (IE 6.0) the positioning is
perfect, but as I expand the size of the browser, the table, cells, and
layers move to different positions. I've never seen anything like this
before.

Is there a way to compact or "glue" the layers to the cells? Is there a
tool that I missed? Is there a code that could be used?
I need help. If any one has a solution please lend a hand.

If you are using layers, then learn how to use them. Layers are ALWAYS
fixed. Anything else in the page will move around, leaving the layers
exactly where you placed them. There are ways to get around this, but
it means adding even more complexity to a page that probably does not
need it.

If you have a table for layout, then use the table cells to position
your images - you do not need any layers.
