If I have one drawing that is 1 complete layer itself and I have another
drawing that is a complete layer amongst itself. My question is can I
combine them both into 1 drawing and still have 2 seperate layers?

You have several methods to get A visible with B:
1. Embed Visio document A in B (Insert/Object ... )
2. Asssign shapes in A to layerA, and in B to layerB. Select All in A and
copy to B on same page
3. Select All in A, copy to new Background page in B. Make this background
to B page
