Layers Task Pane in FrontPage

I am trying to create a drop-down menu in FrontPage. I am following
instructions from interlacken.com which requires using the task pane.
However I cannot find the layers task pane. How do I open this task pane.

oops, sorry, i will be more specific:

"Ctrl-F1" in FP 2003 when you have a web page open in design mode..
