Layers- Turning them off/on for ALL pages?

I'm creating a web layout. Each page has a layer called "Comments" where I
put notes, questions, etc.

Is there a way I can make that layer visible and/or printable for all pages
at once? I know I can do it by changing each page individually but that's a
real pain.

Any other means to the same end would also be appreciated.

I dont believe a "layer" attribute that is common between multiple pages
within a document is yet available. e.g make visble the "comments" on page-1
with a check box, will not automatically enable all pages the "comments"
layer. However it can be accomplished using custom made macros, you may be
able to record a macro to do this. vis 2003 has the record macro functionailty
