layout for 11x17 paper, how do separate top & bott

A colleague set up calendar using publisher 11x17 page, 2 8 1/2 pages, one on
top and one on bottom. We need some of the tops to be with different bottoms
but cannot separate the pages. Any ideas?
Also How do we select all so that all of the material can get coppied, now
we use select all but the words come separately from the calendar dates etc.

Are you using a calendar template? What happens when you try to move a top or
bottom?
How are you setting up the publication?

When you select all be certain your cursor is inactive. If the cursor is in a
text box when you select all, only the text is copied.
