Layout View Not Available??

When I try to switch to Layout View for a report, I get a message that
“Layout view is not available for this reportâ€. Just a standard report
created from a select query, nothing unusual...

This database was originally 2003, but even after I converted it to 2007, I
still get this message.

Any ideas on why this is happening?
