LCS GPO not applying

I have configured the rtcclient.adm in GPO to specify both my transport and
LCS server. RSOP.msc indicates that the policy was indeed applied on the
machine, but when I open Communicator and go to Actions > Options > Accounts
Advanced, I see that the Communicator client is still using "automatic
configuration." The server and transport values remain blank.

I am expecting to be able to configure the Communicator client via GPO so
that it requires zero configuration by the user. (I'm also specifying in the
GPO that logon credentials should not be required, which supposedly means
that Communicator will use the Windows login name for authentication). Some
of the LCS documentation indicates this is possible, but until I can get this
GPO to apply, I don't want to roll it out to my users.
