ldb not properly removing it's self

I just recently convered an Access 97 database to Access
2000. I have the database installed on a Network. I am
currently working off of the System.mdw file that was
created in Access 97. That database funcions properly, but
I'm expericeing minor problems. The system ldb file is
not removing itself once users log off. Thus preventing
existing users from logging on because it is stating that
the database needs to be repaired and then when you go to
repair it, it states that unable to because the database
is opened exclusively by user/machine name (the user is
actually not on the database). I inturn delete the ldb
file in order to repair it and get it back on line. I have
verified that the database is set to open only. I have
verified all permissions to the folder that the database
is stored in as well as the permissions on/in the database.
I am at a totaly loss. What can I do to fix it. I have
been having to repair the database several times a day to
keep it going. PLEASE ADVISE.

If you are certain that all possible users of the database have Delete
permission on the folder, then I would suggest 2 other possibilities.

1. Some user may be improperly exiting the database (Ctrl + Alt + Delete),
thus causing the .ldb file to hang.
2. The system.mdw file may, itself, be corrupt. you can try compacting and
repairing it.

Thank You very much. I did double check the permissions to
the folders and I had to make some modifications there. I
also had some users that were exiting the database
inproperly, along with the tools\options\advanced tab
being set to exclusive vice shared. Thanks for your help.
