When my cursor scrolls over an unopened email, the flap automatically pops up
and makes the entry look like it has been opened, when in fact it has not.
This has caused much grieve from senders who insisted i had read their
messages. How do i turn this MOST annoying feature OFF? Thanks

As far as I can tell, Outlook doesn't have this feature. What version are
you using? WHat type of mouse and what mouse driver is installed? Does the
selection change as the cursor moves?

We are using Office2003 on Dell machines with a dell mouse. Selection
changes as the cursor moves. I can't skip to a message lower down in the
list that NEEDS to be opened, as every closed message envelope above that one
will pop open. This started happening a couple of weeks ago. I dinked
around 2 days ago checking and unchecking little preference boxes and the
problem stopped--until this morning when it started up again. I use VPN
Client to access my work email from my home machine. The problem initially
was with the home machine. But now it is happening on the laptop at work
also.

Can you try:

Tools-Options-Other-Reading Pane- uncheck "Mark items as read in reading
pane" and "mark item as read when selection changes".

That may be a mouse driver function, then. Check the Mouse Control Panel
applet and look for any focus settings that apply. I know of no Outlook
setting that allows the selection to follow the mouse pointer automatically.

Move the pointer horizontally until it is OUTSIDE of the Outlook window and
move it back in again when near the item you want. The focus should jump to
the point where the mouse reentered the window without passing through the
intevening items.

It sounds like a feature called X-Mouse. Microsoft offers for download a
tool called "TweakUI" as part of its "Powertoys for Windows XP" package.
TweakUI allows you to control the X-Mouse setting. You can also control it
directly in the Registry. See this:

I don't know for sure if the issue is the X-Mouse feature, but I think it's
worth a shot.
