That may be a mouse driver function, then. Check the Mouse Control Panel
applet and look for any focus settings that apply. I know of no Outlook
setting that allows the selection to follow the mouse pointer automatically.
I can't skip to a message lower down in
the list that NEEDS to be opened, as every closed message envelope
above that one will pop open.
Move the pointer horizontally until it is OUTSIDE of the Outlook window and
move it back in again when near the item you want. The focus should jump to
the point where the mouse reentered the window without passing through the
intevening items.
It sounds like a feature called X-Mouse. Microsoft offers for download a
tool called "TweakUI" as part of its "Powertoys for Windows XP" package.
TweakUI allows you to control the X-Mouse setting. You can also control it
directly in the Registry. See this:

I don't know for sure if the issue is the X-Mouse feature, but I think it's
worth a shot.
