left and right angle quotes

I use a tool that produces word documents. Unfortuntely, the tool
includes right and left angled quotes (e.g., HTML numeric entity &#171)
which I don't want. I use a macro to remove these characters.

However, when I move the macro to another machine, the characters are
replaced with double quotes in the VBA editor. Why is this and what can
I do to change this?
