Legal Pleadings--Linining up Lines and Numbers

I have to type text into that type of legal paper that has a vertical column
of numbers running down the left-hand side. I have a template that has the
numbers built in. However, I can't get my numbers and the sentences on the
page to line up evenly with each other. Any suggestions as to how to get them
to march down the page in-step?

You will need to measure the spacing between the numbers (baseline to
baseline) and adjust your paragraph spacing to be Exactly x points to match.
It's easiest to do this if you have a graphics ruler that measures in
points; I have a Graphic Toolkitâ„¢ that I got at an art supply store that
measures leading, point sizes of serif and sans serif fonts, rule weight,
and the like. If you have to try it with an ordinary ruler, it will help to
know that there are 72 points to the inch. You'll probably have to
experiment until you get line spacing that exactly matches, but I would
suggest starting with 24 points if the copy is double-spaced. This is the
same spacing (3 lpi) as the double spacing on a typewriter.
