Legality of using templates for business

Hello. I have been searching the help pages, but can't find anything about
how a buisness is authorized to use templates downloaded off the site.

Specifically, can I (meaning my company) download and use templates legally?

That was a *big* change. I think it was maybe a year ago (?). I'm curious
what inspired the change but that's info we'll never be privy to. I figure
somebody's knickers got twisted and tightened the rules.

Section 1.7 deals with templates.

So I can't use a template to communicate with my cats? And they can't use
