Lets talk SQL

I may be an first round draft pick when it comes to graphic ar media and
design, wh because i am self taught and am looking work various projects for
revenue, trade(barter), employment, fun(i.e.adult), and network(understudy).
My question is...what is an SQL and what to do with an SQL once downloaded?
a. does it automatically "add-in" into an program?
b. is it old technology(1988-2001) and I may already have it?
