Letter with linked selections

I am trying to create a form letter that would have options for text within
the letter. In example, if model xyz is chosen than section 1 would be
inserted automatically into paragraph 3 of letter. How do I do this? Is word
the right program to make it happen?

Your best bet for this type of application is a UserForm that would insert
specific text (perhaps AutoText entries) depending on choices in the form.
Or, if the choices are simple, you might be able to use an AutoTextList
field (see http://word.mvps.org/FAQs/TblsFldsFms/AutoTextList.htm).
