Why don't you want to write your letter in Publisher? It can be done.

When you open a letterhead template in Publisher, there is no text box. Create a text
box and type your letter.

How do I create a text box? Will this allow me to save my letters and
rewrite over it using the same letterhead?

You create a text box by clicking the Text Box button on the object toolbar
on the left and dragging a box where you want your text to go.

You can put the main letterhead onto the master page, then create the text
box on the main page, then save as a template. Then, when you want to
create a letter using your letterhead, you can create a new publication
based on the template.

A text box (text frame) is the most basic of elements in a Publisher
document. Look at the list of icons on the left side of the screen.
Depending on the version it will either be an uppercase A (Pub2000 and
below) or a small box with a A and a few lines. To identify the text icon
and the others, move the cursor to the icons on the left side and slowly
move the cursor over the icons. The name of each box will appear. Publisher
is frame based as opposed to free form like Word. This means that all
objects in a document, text, graphics, tables, etc... are enclosed within a
frame and can be positioned wherever the user desires.
