Level 2 headings do not restart within each level 1 heading

I want to fix the following heading numbering:
1. Introduction
2. Perspectives
1.1 Previous approaches
1.2 New ideas

Whant I want to is:
1. Introduction
2. Perspectives
2.1 Previous approaches
2.2 New ideas

In fact, my document was OK. But after reorganizing
chapters (level 1 heading) and sections (level 2 heading),
I encountered the problem that I gave up to solve out on
my own.

Please help me out!

This is not a restart issue. Failure to restart would be the following:

1. Introduction
2. Perspectives
2.1 Previous approaches
2.2 New ideas
3. New topic
3.3 Subhead
3.4 Subhead

You need to make sure that your #1 and #2 headings are part of the same
list. Assure this by setting up outline-numbered headings *exactly* as
described at http://www.shaunakelly.com/word/numbering/OutlineNumbering.html

Redefine the outline list the style is attached to, and ensure every
level is set to reset after the level before.

Format > Style > Modify > Numbering
