Levelling resources in server priority standard asap constraints

When I used to level resources in a consolidated project plan in the client
any task that had an asap constraint would move up on the timeline if a
resource had an opening. In the server, it seems like once an assignment is
pushed out into the future, levelling no longer brings it forward if there is
an opening sooner. Any suggestions for how to fix? Thanks.

I had some network hardware issues that caused a couple of features,
including leveling, to stop working properly. Once the hardware issues were
fixed, my leveling started to behave normally again.
