Licensing is per seat. Microsoft Project Server will accept connections from
licensed copies of the desktop (client) version. So it is 1 for 1. Can't
have an "unlicensed" copy on the client. Sorry.
For additional details, read your license agreement... I have no authority
to speak for Microsoft as I am not one of their employees.
Here is from the Microsoft Website, you need on CAL for each seat accessing
the server, it is not "concurrent user." Each MS Project Prof install
contains one CAL and that is the only way to access Server.
A Project Server Client Access License (CAL) gives a user the right to
access the services of Project Server. Any application that accesses the
services of Project Server requires a CAL, including Project Professional
(this SKU already includes a CAL), Project Web Access, SharePoint sites with
Web Parts that display project information, Microsoft Office Outlook
integration with the COM add-in, and third-party applications such as those
that would otherwise multiplex users.
