The retail pack of office 2007 ultimate says "licenced for non-commercial use
on up to three personal computers". The product key supplied in the box is
only one. How can I then install the product in three computers and get it
activated?

It's a "generic label" designed to cover the Office 2007 Student and
Home version which may be installed on up to 3 home computers.

By generic label, do you mean that that anything other than Home and Student
can only be installed on 1?

What it means is, you have to read the Use Terms to determine the
allowed installation configuration.
