License Agreement keeps popping up each time I start MS Office

I have activated MS Outlook and each time I turn the computer on and click MS
Outlook for my e-mail the MS License Agreement pops up. Each time, I click
on 'accept', but it still won't go away.

Also, I get an error message "Application error dpcnav.exe." The
application failed to initialize properly 0X0000005, check OK to terminate
program. This happens when I turn on the computer before going into MS
Outlook. I click OK and am able to do anything I want. Not sure what this
error message means.
