License Options for Distributing Visio OCX control (axDrawingControl)

We want to make a custom WinForms application that uses Visio
Automation (the axDrawingControl OCX control). It's a small drawing
utility that we eventully want to sell on the Internet at different
pricing levels, depending on features.

I understand that each client (user) must have a valid visio license
in order for this to work.

What are my licensing options? The entire project idea is not
feasible at all if I need to pay full retail for each license. We'd
like to sell a basic version of our software for only $29.95 and also
have a free trial.

Are there any "bulk" licensing options?

Any way to re-distribute the Visio OCX royalty-free?

I read something about becoming an ISV (independent software
vendor?). Will this help?

Anyone have a link on how to contact Microsoft for the answer?

Any help would be greatly appreciated.
